In 1988 I read a book in middle school reading class. It was a murder mystery and had a yellow cover with a cartoon hotel on it with people in the windows.
I believe there may have been a cat involved in the story.

The cover sounds more like another of Raskin’s books: The Tattooed Potato and other clues. That takes place in an apartment building though, and I don’t remember a cat. Still…
Could it be Howliday Inn by James Howe? One of the Bunnicula book? This is more based on the description of the cover (has a hotel, a cat) than the plot.
The cover matches an older edition of Phyllis Reynolds Naylor’s The Bodies in the Bessledorf Hotel.
