Young adult chapter book that I read as a child in school (1990s) There are two witches I believe on an island, or maybe there is an underground lake. They are raising or taking care of a little girl (maybe orphaned?) and she finds an infant mermaid & there are other magical happenings
Sounds like it might be The Witch Family by Eleanor Estes? The details don’t match exactly but there is a witch living in a glass hill and a little girl and mermaids.

It does sound like The Witch Family by Eleanor Estes. The Old Black Witch is “banquished” to a glass hill by two little girls; she acquires a young daughter and baby daughter, both witches, and they befriend the mermaids who live in a pond under the hill. There’s also the enchanted bumblebee Malachi who befriends all the girls. Old Witch is evil but honorable, and never a real menace; everyone becomes friends. Hope this helps.
