Sounds somewhat like “Earth Times Two” by Pamela Reynolds. Has cousins, time travel, and a cover like you describe…

I dug around and found that I still have that book, and skimming through it, it strongly appears like it could be the one in question. The story is narrated by a boy named Jeremy who starts the story talking about the imminent arrival of his cousin Helene who was coming to live with them, right at the beginning of summer. While fishing together with Jeremy’s father, they get caught up in a fog and end up in an alternate reality called Terra, that is *mostly* similar to earth. Both places have a statue of Hercules in the center of town, although one is in much different condition than the other.
There’s also a book contemporary to that once called “The Girl Who Slipped Through Time” that was also a Scholastic book, published in 78, that had a “rift” on the cover, but most of the time travel there referred to the future (2040, to be exact). I had the book covers superimposed in my head, but wanted to enumerate it out separately as a possible contender (or red herring 😉 )
