1950s-1960s children’s book, maybe Rand McNally/Tip-Top Elf publishing by what I remember of the binding, The Little Pony Who Could Say Boo! or Would say Boo. A Pony who loves to sneak up and scare the barnyard animals but told to stop then saves them all.
I think the book you’re looking for is ‘This Little Pony’ by Dorothy Haas. It’s a Whitman Tell-a-Tale book from 1960 about a little pony who learns to say “Boo!” and goes around scaring all the other animals, until they get tired of it and forbid him from saying “Boo!” again.

“The animals gathered around Little Pony. Together they all said, “Never again must you scare us that way. We ab-so-lutely pos-i-tively forbid you to say boo!”
“You do?” said Little Pony. “Not ever?”
The animals shook their heads.
“Positively!” they said. “Never!”
