This isn’t much to go on but was it possibly Eleanor Raskin’s Westing Game?
The cover sounds more like another of Raskin’s books: The Tattooed Potato and other clues. That takes place in an apartment building though, and I don’t remember a cat. Still…
Could it be Howliday Inn by James Howe? One of the Bunnicula book? This is more based on the description of the cover (has a hotel, a cat) than the plot.
