It might be Where Desert Spirits Crowd the Night by Charles de Lint – there’s an owl on the cover. I haven’t read that specific book but your description certainly suits his style.
After looking over all of Charles de Lints books, the theme is similar, but the overall story is different. In my book, most of human kind had been destroyed. The are only pockets of isolated survivors. They have to travel by helicopter because to go into the forest means to be lost forever. In Chinatown of Vancouver there is a Lord of some sort. I distinctly remember a particular Asian character had a fixation on tea.
