Could this possibly be one of the stories in Margery Clark’s ‘The Poppy Seed Cakes’? One of the characters is a small girl called Erminka, who has some misadventures with red topped boots that are really too big for her. I’m not sure whether any of the stories involve rain, but might be worth checking.
Was it really a picture book? I remember a longer story about a girl who finally got the red leather shoes she wanted, then left them out and they got all wet and warped. There was a shoe repair shop but the owner’s cat got into the catnip and thought the shoes’ buckles were eyes, and attacked them?
