Could this possibly be Brian Fairfax-Lucy and Philippa Pearce: The Children of the House, later reprinted as The Children of Charlecote? The children are actually the heirs to the estate, but are emotionally and materially neglected by parents who devote all their time and money to maintaining the great house itself. The servants are exploited and harshly treated, even by the standards of the time, and are essentially the children’s only friends. I think that some episodes may involve poaching.
