‘Frou the hare’ sounds like it might be the book, although Frou is male. The date fits with the description.
There are a couple of copies on ebay at the moment, and there are some interior pictures available to browse on the listings, which may be of assistance.
The book was one of Père Castor’s animal books from France, pub. 1938, translated by Rose Fyleman.
