This is Tecwyn: the last of the Welsh dragons / Mary Dawson illustrated by Ingrid Fetz (1967) Parents Magazine Press.
The last of the fire breathing dragons hatches out in Pennyben, Wales, placing a serious drain on the town’s coal supply. It has b&w illustrations except for Tecwyn who of course, being a Welsh dragon, is red.
